that’s the entire point of the law, instead of an immediate total ban on cigarettes, it will be sold as protecting young people while allowing older people to smoke but as the legal age is raised year after year and the legal smokers die off, fewer and fewer people can legally purchase cigarettes......
NZ will do patrols so that wouldn't work. The best way would be to snuggle them on container ships. It would be difficult for the customs to check everything at the ports.
Growing your own and then smoking it might become popular there.

I agree prohibitions like this don’t work, a black market and whatever organized crime exists in New Zealand will make cigarettes available to anyone who really wants to smoke.
I think the design of this new law is to ease the concern of older citizens while eliminating cigarettes to young people who probably don’t care anyway then slowly eliminate them over a number of years..
My Aussie friends say NZ has a large coast-line with lots of little inlets.
