You have to wonder, do they really care about ratings?
If not, how can they keep charging big money for advertisers?

All advertisers pay the same rate based on eyeballs and demographics.

To make the stats local: just shy of 23k viewers in Pennsylvania. That’s out of a population of 12.5 million. Makes me think that any company that advertises on CNN is being run by morons.

Decades ago, shortly after we moved into California, my wife became a demographic in the above group. She entered her tv watching, mine and our sons faithfully.
When I reached age 55, that stopped and she had to return some monitoring gear. Finally, she was told that, we were no longer key age persons due to me being 55.
She was furious at first until I pointed out what they were missing. We no longer had kids in college, basically owned our home and more disposable income in our lifetime.
So by stopping her reporting what we watched, they lost a huge demographic.
Of course, they probably got our viewing data from our TV cable company.
Of course the tv cable companies deny that they report on what their customers watch.
You cannot be serious.
AT&T was broken up in part because of madly chasing profits. No one loves money more than AT&T.
The “eyeballs and demographics” come from the ratings no?
You don't have eyeballs or demographics if no one is watching it.
How do they get those numbers?
