In this snippet of the opinion, he is largely incorrect. We have a right to own and bear anything up to, and including crew-served weapons. If that were no true, there would be no purpose whatsoever in including Letters of Marque and Reprisal in the Constitution.

Yes, that means outside the home. Ergo, if a state is may issue for concealed carry permits then it must be open carry. Otherwise, they are denying citizens their right to bear arms. Open carry or shall issue for concealed carry permits. Pick one.
I personally do not care what the opinion of 9 unelected people say, nor elected folks for that matter, regarding the simple clear wording of the Second Amendment, or any portion of the US Constitution.
I can read, and understand a basic sentence. Arms, Right, People, Keep and Bear, Security, Free, and state are all pretty explicit, no implicit or hidden meaning involved. History then unfolds the detail and expanse of what it means in practice.
Only those duly convicted of a serious crime are ever disbarred from exercising any and all of their essential, fundamental and basic Rights given them by the Creator.
I guess that some rights are more right than others.
I also think that conservatives, need to be careful about being consistent in what states and local government should regulate. The Roe v Wade decision indicated that States had an increasing interest in the unborn in the Second and Third Trimester. It was only the first trimester where abortion should have been allowed. How partial birth abortion came about is a classic example of the “slippery slope” in action.

How does this work for the First Amendment? Some books can be outlawed? Some people can be denied access to some books?
California has a law against LOADED open carry. Can the state outlaw the loading of arms without infringing the right?
Today's overwhelming preference for concealed carry simply illustrates that choosing one manner of carry over another is a matter of fashion. Concealed carry was out of fashion at the time of our Founding. It is now in fashion. I hope the Supreme Court recognizes this.
If not, then I hope the Supreme Court protects open carry. Libs can't stand to see the average person armed. I think they fear that the only thing stopping them from murdering other people is the scarcity of arms. If all they have to do is grab a gun from a nearby holster, they will all end up murderers.

So far as I know there are only three ways to read the word “BEAR”.
1: BARE = BUCK NEKED (even spelled different).
2: BEAR = Big hairy 4 footed animal that keeps destroying my apple trees.
3: BEAR = Lift, carry, support, hold up.
I think in this case I am going to go with number 3.
