Carfax ain't in the business telling people about the questionable history of cars because they actually care about people buying cars...
There are a number of ways to game a carfax report, and they do game the system. A lot of dealers get more used car business from online sales than in person sales, and they can get away with some "shortcuts" knowing that after you go through the process of buying a car, especially if you're not local to that dealer, you're more likely to drive it for a year and then trade it in than to return it.
A reputable dealer will let you take a car you're interested in to your garage (assuming you're buying locally to your garage) and have them take a look at it for you to give an assessment of the car's condition (a mechanic likely won't give you an assessment of price, but they will tell you things like "this was repaird, this is going to go bad within a year or two, etc...) .

When I was a kid I helped a neighbor re-wire an old Volkswagen Thing...the wiring was shot after it had sat in a barn and vermin got to it.
There really wasn’t all that much wiring in that odd-looking old thing.
I have not seen one of those in many years...
He painted it an ugly flat gray color using cans of primer from walmart and installed a CB radio and an 8ft whip on a spring on the back bumper..

Run the vehicle down into Arkansas. For $45 you can get a clean title to the flood vehicle showing it has never been in a flood or wreck.

I worked on a Chevy Cobalt pos. It had one wire going to the ignition switch which worked a relay in the power distribution center under the hood which in turn worked a few relays inside the car which worked more of them under the hood. Crazy!
Drive by wire for steering and brakes is also Crazy!
Late 90s, early 2000s Chevy Trucks with a 4.8/5.3/6.0 V8 and reprogram them to delete/deactivate some systems. That’s the ticket for 20-24mpg that hauls ass and loads. Stick an older cab and bed on them for the looks.
I’m good with an old truck or car with a carburetor but the gas mileage and handling suck.

It was happening long before Slick Willie came on the scene. I remember just about every gas station and garage had a few used junky cars for sale parked in their lot back in 1956.
They would buy them at local car auctions just shipped in from the Missouri scrap yards. No title till you got an Arkansas title. It was something in the Arkansas laws that allowed the purchase of a new title for “abandoned” autos.
And I do mean JUNK cars. But that was all a poor person could afford back then.
I remember a local city cop telling dad “Do not buy a used car in Arkansas!” but he would not say why except “they have been run to death over these Arkansas dirt roads!”
It would be another 18 years before I found out why. They were rebuilt wrecks shipped from out of state into Arkansas and sold through auto auctions without titles.
Never had a problem doing it
