I used to live in El Paso and would walk over to Juarez and buy various meds. Almost everything was otc. The few exceptions for tightly controlled stuff was mostly a formality... some doc next door would scrawl out a script for you...this I thought was dumb and dangerous...this practice has likely been stopped. I lived in the area some time ago.

There was a local med school in Juarez area where tuition was pretty much free but mostly was conducted in Spanish and there was a contract requiring working as a doc in Mexico for a number of years. A good deal for some with low MCAT scores and you could later take the board so it was all good. If you can pass the USMLE what difference does it really make..
