Part of qualifying for Medicaid is to assign your SocSec benefits to the state. You only get to keep a minuscule stipend. So technically speaking, they run on a combination of both, Medicaid making up the difference.

Just as the Feds forced all States to change their legal drinking age to 21 via the threat to withhold transportation funds, they have wielded the enormous purse of Medicare and Medicare to hollow out our private health care sector in order to satisfy their mercurial whims.
The alphabet soup agencies are the "shadow government", hidden in plain sight.

If these nursing homes rely on Medicare and Medicaid to stay in business, then it's really just government-mandated insolvency of businesses that wouldn't exist in the first place without a massive influx of taxpayer revenue.

I hope you are being sarcastic. My wife is a teacher, and I can assure you she did not get a pay raise or any benefits out of this.
She was deemed “essential” by the State.
She still held class both in person and on Zoom, not losing a step. She dealt with family crisis (ours and others), death of friends and a general district wide sense of panic.
The District( which DID receive Federal funding) offered few solutions and attempted to implement a plethora of illogical and sometimes contradictory edicts.
The money went to the District, and they squandered it.(Her building now has six airport metal detector style temperature arches.) We are STILL waiting for H-VAC improvements.
Are nurses heroes? Most are. in a nursing home setting, all employees are supposed to report to the home in a time of disaster.( potentially sacrificing their safety and family) I spent 5 years working in a nursing home kitchen, and we would have been required to report.
Are teachers heroes? Some still are. Many are not.
My wife is a couple of years from retirement, and we are scrambling to get retirement in order because our state raided the teacher’s pension fund about five years ago. About 20 years ago,there was a discussion as to why teachers were not paid more. (after all teachers teach 95% of everyone)
Now teachers are expected to not only teach, but act as councilors,( district has only 3 rotating between 7 buildings with about 5000 students) librarians ( district fired their last one 12 years ago) substitute parent, as well as take on volunteer roles in the community.
Their pay scale and benefits have not changed much over the last 20 years.
I’m not a teacher, I worked every day in the past year and a half in an office setting. Many teachers are good, most have fallen into the union trap. I am very familiar with hospital settings, it’s much more intense that teaching 4-5 classes a day, if that, with summers off. I stand by my point that nurses should be provided more support, at every level.
Half of what he has done is outside his power. That doesn’t stop dictators.
This is a direct threat to endanger the innocent residents who need the care. The residents paid their fair share of taxes with the guarantee of this financial support. These funds belong to these residents to choose where they are spent, not Biden, not the facilities.
CMS is attempting to demand everyone working any facility getting federal money must be vaccinated. This is destroying employment at those facilities. CMS are attempting to push facilities to hire the recent illegal alien crowd.

It just became a primary reason. CMS wants by Sept 30 everyone to be vaccinated. People are quitting in droves.
The end goal? The only thing that fits what is going on is someone wants to tear this nation down so they can rebuild it in their image. They have to bring the US to ruin.
This fits even more if the vaccines are going to start killing off the people who have inoculated.

Wife used to work in a post-acute care facility that would qualify under this edict. There are SEVERAL of her former co-workers who are resistant to get the jab. And yes, staffing is now, and always HAS been a nightmare at this facility. I can’t see how this will make things any better for anyone.
On the surface (which is as deep as Biden can go on anything), it makes sense. But the reality on the ground is completely different.
