Notification was officially signed just months before the Taliban’s takeover of Afghanistan.

Under the question of “who profits?” when things don’t make sense. Was this screwup intentional by the deep state so it would force us to be there another 20 years? The organization’s there were getting billions every year and now it’s all dried up. That has to be a bitter pill for them to swallow.
If it was intentional, it likely had China’s involvement.
