The American Rescue Plan Act, which became law in March, includes an increase in the child tax credit of up to $3,000 per child and makes it a refundable credit. This means that a parent gets the credit even if he or she pays no taxes. It is money for nothing.
My initial thought when I heard about the credit going to people who don’t pay taxes was that this is just another example of Democrat wealth redistribution. After all, this is the same administration that is proposing a double death tax. Writing at National Review, Ryan Ellis explains that the Biden administration, in addition to the current tax that takes 40% of already-taxed money from well-to-do estates, now wants to add another tax. This one would tax a decedent’s unrealized capital gains if the assets were sold after the decedent passed away but in the same year he or she died.
So, as I said, I was unhappy with this latest example of redistribution. I realized, though, that I was thinking about it all wrong after I talked to a good friend. He told me that he is putting his children into private school and using the tax credit to pay for it. That made me think.
One of the biggest obstacles to private school for many parents is cost. As a general principle and as a conservative, I do not support this transfer of wealth, but I am intrigued by the possibilities. It would be a sweet irony if this giveaway gives millions of parents the financial means to get their kids out of government schools.
So here is our opportunity. Let’s reframe the plan as the Biden Plan to Enhance Private School Enrollment and promote it for that purpose. That is making lemonade from lemons.

Stopping godzilla in Tokyo by repairing the damage with different colored paint is nothing more than covering up future failures. Don’t slow Biden up with changing the landscape, stop him.
When you change something to an advantage, are you not doing exactly the same thing that liberals throughout our history have done to get power, also? There are examples many times over of this. The only difference is that the GOP ain’t got the guts to do it right. They don’t attack his theories, they don’t push for equality or even common sense. They make just enough noise to make the libs destroy them and cost them the possibilities to work for the people that elected them. And the libs don’t care how they appear because they have spent 100 years teaching people to love them no matter what they do.
Nixon resigned for trying to protect friends. Clinton got caught lying to the people under oath, impeached, and convicted of the act in the senate. Yet he not only remained for his second term, he had a web site that helped pay for his defense using the money of those people the libs had been training.
Without the concerted effort to break this string of destruction, godzilla will continue to reek havoc on Tokyo until there isn’t anything left. You and the future of your family included.

Well, as we are having less and less children, we kind of need to subsidize people having children. Rising the child is expensive. People with children subsidize the services for old, non children people.
I basically see two alternatives - either stop any social services like it was in the old times. Then, children were actually sort of social security. It was family and children taking care about sick and elderly.
Or we probably need to subsidize child rearing.
It may need refining, but subsidizing children may be the best government subsidy, ever.
I can tell you from years of teaching that a WHOLE lot of kids aren’t going to benefit at all. It’s going to be party & mommy spending money.
Every single tax credit that’s refundable needs to be not so.. You should NEVER be able to get more back than what you’ve put in!
The last thing we need to do is offer more subsidies for people to have children. That’s what has gotten us into the welfare debacle where we now have 40% illegitimate birth rates. When you pay people to have children you end up with the typical welfare mother that has 7 kids by different fathers while never working a day in her life. Those kids grow up to be street thugs that tax the criminal justice system and prey on the innocent.
If there was a way to encourage responsible married couples to have children I’d be for it, but history shows that more welfare just breeds more derelicts that cost society, not contribute to it.

I agree with your point.
I think people like this are subsidized already, by the welfare state.
The most ideal case, would be to return to the pre-welfare state, where children were investment in family future, the social net, which provided for the well being of the elderly.
However, if this is not possible, the second best alternative would be to subsidize normal responsible people to have kids. Raising well rounded citizen is expensive proposition and a lot of people are afraid to take it.
