Pretty much everyone in Afghanistan already owns an AK-47 or some such so I'm not sure how a bunch of M4 carbines are going to make much of a difference one way or another.

We already handed over tons of weapons from Iraq, Libya and Syria. The third world is awash in liberated weapons.

Our military has determined that people with IQs below 85 should not be operating modern weapons so that is probably going to be the limiting factor here.
