How is the scooter company going to stop it even if it wanted to? The only way seems to be cut losses and close up shop.

They need to have self-driving scooters which go home autonomously.

It’s easy for the scooter company to stop it. Riders have to have the scooter app on their phone to ride. The scooter company then has a credit card number. All the scooters have GPS. If you detect a scooter left in a no-parking GPS location, charge $10 extra to the one who used it. If you deny the charge on your credit card, your privileges go away.
