Yes, they will have some refusers that will be Courts Martialed. They’ll have some that rotate out before being charged. They’ll have some that never enlist.
But that damage to operations is less than taking entire units offline because half your crew is sick.
From aircraft carriers to tank battalions to training facilities.
The military will, rightfully, insist on predictability in spite of the initial losses they will incur.
And they will be minor, as at least 98% will now get the shot.
