Actual Constitutional experts say Pence DID have that authority, up until January 20. Please name them. I'll bet every one of them was a political partisan and/or a paid expert for the Trump campaign.
They'd come out and say the exact opposite if anyone suggested that VP Joe Biden could have done the same thing in January 2017.
