They must be produced by a process. The process either includes marking each ballot with a unique serial number, or it doesn’t.

I question why ballots would have a serial number on them, it could remove the secrecy of voting, on original ballots at least. On 'adjudicated' ballots where a duplicate is printed to to represent the original, I could understand those having S/Ns on them but they should have a clear path back to the unserialized original for auditing purposes.

Because votes are supposed to be anonymous, ballots do not have serial numbers until added for a specific reason - in this case so they can be matched in the duplication process and to mark them as having been duplicated.
