We need to repeal the 16th and 17th amendments, and we need to increase the size of the House of Representatives. Perhaps there should be a maximum number of people a congressional district can contain, roughly equal to hte population of the least populous state.

A good place to start. With their enormous districts, the House of Reps is hardly representative.

All these suggestions require the people in power already to legilate against themselves.

Article I Section 2

The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative;
