Genetic warfare had been raging for a while. It was called Eugenics. It’s still very much in vogue though it’s called something else. Like Planned Parenthood.

Heinlein postulated genetic warfare in the 1940s.I remember the reference to the "Eugenics wars of the 1990s" in the the episode that introduced Kahn.
