I had heard the Toledo was armed, but I couldn't see the gun in his hand in the shaky video. There was a gun behind the fence afterwards, but I don't know if he dropped it when shot or ditched it a few seconds before.

I think what happened was that the kid thru or dropped the gun behind the fence and when he turned around the kid’s hand came out from behind the fence and the cop shot. He could not see his hands and then the kids right hand came out from behind the fence, and seemed to be empty, but by that time the trigger was pulled immediately. Hard to tell in this video even slowed down.
