I think what happened was that the kid thru or dropped the gun behind the fence and when he turned around the kid’s hand came out from behind the fence and the cop shot. He could not see his hands and then the kids right hand came out from behind the fence, and seemed to be empty, but by that time the trigger was pulled immediately. Hard to tell in this video even slowed down.

I agree. I’ve stopped it at the 2:04 mark and 2:05 mark multiple times, sometimes getting a clearer image than others, and at 2:04 it appears he has something in his right hand that he’s attempting to drop behind the fence. In the clearer image at 2:05 his hands are empty, about shoulder height, and that’s when the officer fires his weapon.
