I give the bureaucrats credit for recognizing a Constitutional barrier. The Deep State Politicians don’t seem to care.
The last line of defense for the Constitution may be a government union. Because what good bureaucrat wants to do work when they have a legitimate out?

The 4th amendment doesnt prohibit monitoring of known foreign spies/agents.
They are not american citizens for one thing, they do not have any constitutionally guaranted anything from us, other than what we precisely specify they have.
