Couldn’t they just filibuster the vote to end the filibuster?
I’m definitely no expert but I think the ‘nuclear option’ allows a simple majority to change senate rules. Reid used it once for Obama appointments and Mitch used it to end debate on the Garland confirmation a few years later I think.
