It’s fake. It’s all fake just like the news.

Probably an artifact of the video compression scheme.
Relax, people. Too much REAL Krappe to worry about to get all fired up over this one.
Well, there’s one deep-fake editor that just lost his job.
That is absolutely strange............He is standing quite a bit away from the mic, yet his hand is on this side of the mic...I don’t see how this is possible...
It’s difficult being connected with tubes to get rid of body waste.
Not even a high quality deep fake.
It seems to be a popular observation that “This wasn’t a green screen”.
Who cares?
It seems obvious that it was manipulated for some odd reason. It’s weird. It’s fake. I don’t care at all if it was “green screen” or not. Why are they doing this?
There is some doctoring done to that video, end of story. Biden is declining quickly from age-related dementia and 2 traumatic brain embolisms and surgeries and that is why he is rarely in public in comparison to other modern presidents. However the leftists do need Biden to be in public enough to show the appearance of normalcy. To do that they have to put Slow Joe out there occasionally and to be ready and willing to edit out his gaffs. That is not conspiracy thinking, it is what people with access to wealth and power will do to protect it.
Consider:
The 2 embolisms Biden suffered and the emergency surgeries he underwent are publicly acknowledged and undeniable.
Anyone who looks at a video of Biden speaking from as late as 2017 to any other videos after that can see a world of difference In Joe Biden’s ability to speak coherently, stay on subject, and move his body in a coordinated fashion. As you watch over these last three years it is undeniable that it is he is steadily declining and will not get better.
Finally, all American politicians lie but the Democratic Party is by far the most guilty of lying outrageously to the American people. Deceptively editing a video is well within the norms of the way they conduct their politics.
I’m a betting man. And I’ll bet that someone faked that video to further some conspiracy theory.
It’s both the gray and black mics and both the left and right hands.
What I noticed watching the video is that he walked like an old man desperately trying to look like he’s fine, when he’s not.
Where’s he flying to? Doctor appointment? Just around in circles to look important?
They need to come up with Proof of Life.
“Motion compensation” is a big part of video compression codecs. It takes parts of the image that move together, and reuses those parts to save size/bandwidth. It can easily put the parts together in the wrong order.
Besides that, you’d have to be completely insane to think they would fake something so mundane. Of course, a lot of you are completely insane, but still....
This seems to have ABSOLUTELY, POSITIVELY nothing to do with digital artifacts. What you just did is equivalent to blaming a car suddenly exploding to a capacitator discharge.
