Nope. The City is a separate entity and a civil matter is separate and distinct from the criminal matter. They have nothing to do with each other (apart from the possibility of the publicity having an impact on the trial.)

The City can legally do what it did. Whether it was morally right or whether it had subjective motivations to taint the trial are actually irrelevant. What is moral is not the same as what is legal.

In many cases, they are quite opposite.

“The interest of justice carries no weight for the council. Fairness for a civil servant who helped protect public safety in the city counts for nothing.”

Problem is...these civil servants have guns, can legally carry them, and have a great deal of training in their use. Ditto for the armed forces.

Mao once said: “Political power grows out of the barrel of a gun.”

He meant that, at very bottom, the state has the ability to use raw force to ensure compliance with its dicta and, if necessary, ensure its existence. It has, as a function of government, already organized, equipped, and trained that force.

That force, in its various forms, serves because it believes that it is serving the greater public good DESPITE being exposed to very real danger on a frequent or daily basis and DESPITE frequently being underpaid and overworked.

What happens when the political power begins to actively despise that force?

What happens when the political power begins to actively undermine the work the force has been asked to undertake on its behalf?

At some point, the deal breaks down.

If you think the rioters can be intimidating, you have no idea what intimidation is until the police and armed forces turn on you.

As events of the last year have shown, politicians are, for the most part, cowards. It wouldn’t take much violence, just a few salient examples here and there, if done correctly...

Pray that politicians, especially left/liberal politicians, come to their senses and it never comes to that.

“Go through them all ... Eric Garner in New York City, Michael Brown in Missouri, Freddie Gray in Baltimore, etc. In most cases the cops weren’t even charged. In the Freddie Gray case, they were found not guilty on all charges.”

All well before the BLM and woke revolution of 2020. He is toast.

I’ve seen videos of the same Starbucks looted, vandalized, etc. in Portland at least 3-5 times. Either they have really dumb insurance company they are large enough to just take the loss out of pocket.

The federal government and taxpayers will bail them out.

Then shoot for a county. But having a trial where the population is a majority of turds is not an answer, and the city just handed the defense a big out.
