In the U.S. the EPA would fine you for having a pond on your property without getting the proper permit.
Maybe where you live. Here in rural MO, a lot of people dig ponds with no permission from anyone. I need to get one or two dug pretty soon. Of course in rural flyover country, pretty soon might mean 5-10 years.
