I was discussing this with friends. It was pointed out that if the 25th Amendment Biden, Harris is only Acting-President. It is set with the expectation that the president could return to duty. If it looks like Joe is incapable of returning to office, 2/3 of each the house and the senate have to vote to kick him out. Maybe the Republican House would prevent Harris from moving up.
It was further pointed out that Jill likes being First Lady, so she will never let Joe resign. She would wait for him to die so she could have the best funeral for him. She could play the grieving widow when it matters. Especially, since she didn’t get the traditional Inaugural Ball.
I think SlowJoe could serve in a vegetative state for a long time, as long as there is a detectable pulse.
We had an incapacitated Democrat Congress critter from Indiana, Julia Carson, who used to get wheeled into the Capitol when her “vote” was needed. I think that went on for nearly two years. Finally she croaked and they elected her grandson.
They wheeled Senator Robert Byrd (KKK) in for votes before he finally expired. Biden will live another 2 years at least unless someone helps him shuffle off his mortal coil.
It is not "officially considered" the State of the Union, even though the media always refers to it as the State of the Union Address. As far as Presidents "generally" giving an address to Congress in February of the first year of their term:

The last President who failed to deliver an address to a joint session of Congress in February of either his first or second term was Jimmy Carter, and we all know how that worked out for him.

Biden will be gone by July 4. His rapid deterioration is being covered up and even a few carefully scripted events before sympathetic crowds have been a disaster. I think certainly the Democratic leadership and many in Congress know Joe’s condition. They cannot hide it for long and there is always the possibility of leaks in Washington. Joe will have to do a State of the Union address and I expect a disaster. Replacing Joe so quickly will raise awkward questions about who knew before the election and the validity of EOs signed by someone mentally incompetent.
