Having just three lanes with concrete barriers on both sides is a recipe for disaster. There is no place to go.

I don’t know if these are pay to use lanes but that fad is killing people.

That was my first thought (I'm a civil engineer), but on closer inspection it looks like the inner roadways have two lanes in each direction, plus a wide right-side shoulder and a narrow left-side shoulder.

The design looks good. My only quibble is that perhaps I would have wanted to see a wider right-side shoulder in light of the fact that there's a concrete barrier there instead of a pavement edge or curb and landscaped median.
