He needed the FULL SUPPORT of the the Republican controlled house and senate to have gotten started on it. And we know their level of ‘support’ during his 1st 2 years. If they would have backed him, I think the people would have kept the Repubs in control of the house and a couple more seats in the senate. Alas, there was no backbone amongst the house and senate leaders.
