The bigger the wrong, the more likely it will be covered up. Imagine the consequences if the truth came out.
At some fraction, I don't know what, the public rejecting the government becomes a problem for the government. The government will never assent. History shows that governments simply get overrun by reality, a reality that the governments deny.

Lee was a patsy—he was a low level CIA operative sent to Russia (along with several others) as an undercover operative.
Lee learned Russian while in the Marines in Japan.
