Right now that interpretation is so broad a president really can rule by decree. It needs to be significantly reigned in.

That wasn't your question, however, that question has been broached several times.

But there has never been a real attempt to do so, other than perhaps The War Powers Acts of 1941 & 1973, since there is a long standing constitutionality of it, coupled with precedence.

It is reigned in. The next president can eradicate them with the swipe of a pen. Or the Supreme court can declare them unconstitutional.
