Governments are required to go with the lowest bidder. This often means they get an inferior product which then has cost overruns throughout. So it ends up costing just as much or more and provides a lousy product.

This seems to be something like what happened with government jobs that require a test. They used to hire the applicants with the top scores then they had to take those who are “qualified”. Where they used to get applicants who scored 95 to 100% they started to hire applicants who scored 70%. Even that sometimes wasn’t enough to hire enough of the ... right.... people so then they had to change the questions to make it easier.

There are numerous outstanding bids for “green” powerplant infrastructure. Think solar-cell farms. China makes lots of solar cells and related support devices.

Electric utilities normally (and by law/regulation) have isolated networks that run their actual operational back-end; that is, all the stuff that actually connects and controls things, instruments, switches, automated systems/devices, and centralized monitoring and control for all parts of these, up to entire power grids.

Foreign attackers holy grail is to insert malicious software into these isolated systems, to be used as a “backdoor” into the whole thing, if that’s possible in a particular utility, or to put in “sleeper” code to implement sabotage. Think of the “Stuxnet” virus the Israelis and the US (probably) used to sabotage the Iranian nuclear enrichment system in 2009 by infecting Siemens PLC’s with code that caused the centrifuges to destroy themselves. Look up Stuxnet, its a fascinating story.

There are constant ongoing attempts btw to compromise the US Electric system and other strategic infrastructure. Its not so hard to get into companies business networks - the parts that host general services like email or corporate accounting, etc. But its much harder to get into the isolated area where someone could do real damage to the US itself by bringing down electric service, or worse, actually physically damaging components of the electric grid, to hinder recovery. Note also that damage to the software and software infrastructure that runs these systems can be just as bad in terms of difficulty of recovery.

There is a constant barrage of attempts to get into utilities, by foreign state-supported actors. These people have a comprehensive intelligence system that collects information on US infrastructure systems, down to, say, identifying important personnel and targeting attacks on particular people - think incredibly well-targeted phishing, among other things. One has to assume they also have collected tons of info on the details of the equipment and software used on the isolated network. The enemy #1 for all this is well known to be - well, no prize for guessing.

One excellent way to get malware into these isolated networks is by introducing hardware and dedicated software that supports this (device drivers of various kinds, etc.) as actual components of the isolated network. Its next to impossible to find this code if its hidden somewhere in the foreign device. Its extremely difficult to audit the embedded code in these things, and there may be other places and methods this stuff could be introduced that I’m not thinking about.

This reversal of policy is literally insane to anyone dealing with the security problems above. Trumps policy simply codified what were generally unofficial industry rules on this matter, “best practices”. This Biden thing is likely to override even that.
