Not really. The Constitution gives to state legislatures the power over elections, then says, in the very next clause, that Congress can make laws in the area at any time. The various civil/voting rights laws are an example. The question is can Congress, as proposed here, write the states out of the process.

Diversity of commission members, including all the myriad of gender identifications, without any consideration given to proportionality, would guarantee only the most liberal of people would make up these commissions, and the Republicans will never see a House Speaker again.
