Sullivan seems to me to be an FBI actor. HE knows a lot, gets into critical places at the right time (he probably didn't have to go through the window), and can turn his rationality and irrationality on an off at will (Utah video of him spewing Trump-hate, then a second later respectfully thanking the crowd).
