The markings are a watermark on the cover sheet ONLY identifying the County & precinct for destination. Standard practice from commercial printers for forms of this type. I would have been surprised if ballot printers were not using similar practices to ensure proper identification & routing.
That stated, I await the 'proof' of the fraud & shredding...
