No, the serial number can’t do that. The serial number would simply prove that it was an official ballot and not a xerox copy.

Once the ballot is separated from your hand or the envelope it is in it is not traceable to you...............

If it’s an absentee or a requested mail-in, a serial number could do that. Record the bar code before sending, send it to a specific voter, have it returned, and match the bar code.

When I worked in H.R., I was amused when we sent out the annual “anonymous” surveys to the employees. Employees insisted they were anonymous. I asked, “Do ya SEE the bar code?” I was supposed to take the party line, i.e., that they’re anonymous. Couldn’t do it.
