No, he also mercilessly and constantly ripped President Trump for his "lies" that a vaccine would be delivered before the end of the year.
That’s the spitballs from the basement. The only direct involvement is him getting the vaccine before everyone else.

to use masks as an example, one supplier makes the metal nosepieces; another makes the elastic, another makes the inner filter, other makes the outer casing, and yet another one or two assembles it all. He going to nationalize all of them? lol
Over 600 million doses have been ordered and pre-paid by Trump for Pfizer/Moderna/J&J/Astra, etc vaccines. They are working 24 hour production shifts because the US isn’t their only customer. Nationalization is not going to make them work faster. In fact, the employees might also have a problem with that plan. Nor is a pharm company going to allow one production line to be nationalized by one country they serve, opening the door to further govt control as other countries try to jump in.
Biden is an babbling idiot with not a clue one how the world works outside of the halls of DC.

At this point Chairman-Erect Jao Bai Deng doesn’t have a clue what’s going on in his own head.
They know that the task is tremendous...and they also know that the President has done as much as he possibly could.

See what they are doing? Harris now says she trusts the vaccine “science”, Biden is criticizing Trump for slow roll out, (which everyone knew would take time going into 2021). So just about a month after Biden is sleeping in the Oval Office, the vaccine starts ramping up. Biden will garble something about “under his leerershit” the vaseen is now working. VOILA! It’s now Joe’s vaccine.
