I don't see Dec 18 as a drop dead date. Even if a 2 sentence report is turned in, the EO allows the report to be amended to include any subsequent info.
(c) ...If relevant information emerges after the submission of the report mandated by section 1(a) of this order, the Director, in consultation with the heads of any other appropriate agencies, shall amend the report, as appropriate
Section 1d seems to go even farther
(d) Nothing in this order shall prevent the head of any agency or any other appropriate official from tendering to the President, at any time through an appropriate channel, any analysis, information, assessment, or evaluation of foreign interference in a United States election.
The official report outlined by the EO is to be filed following any major US election, but not all foreign interference occurs in such a timely manner. This makes it sound to me as though the President taking action is not restrained merely in response to this official report but leaves some flexibility.
I'm obviously not an attorney but just decided to take a quick read of the EO.

Interesting...In private industry, when given a deadline one does not give notice 2 days before stating cannot meet the deadline....One works round the clock to meet the deadline...

18 December is the drop dead date for the report to be released in order for DJT’s Exec Order of 2018 to be triggered.

Seriously, I warned everyone who was salivating over this that a) it would not do a damn thing (I.e., Horowitz 1, Horowitz 2); b) it would get delayed, and if possible, c) it will get killed under the Biteme admin.
