There is no reason to burn up excess funds at the end of the calendar year. The government operates on a fiscal year, which I believe ended September 30th. Beginning Sept 1st or so is when they start looking for toys to buy to drain the surplus.
I remember watching the touch and goes when I was living by Omaha.
I thought the federal government's fiscal year was offset from the calendar year by a few months?
Their year ends in September. Not December.

FEDERAL FISCAL year ends on Sept 30 each year. Not calendar year end.
