There is no reason to burn up excess funds at the end of the calendar year. The government operates on a fiscal year, which I believe ended September 30th. Beginning Sept 1st or so is when they start looking for toys to buy to drain the surplus.

I thought the federal government's fiscal year was offset from the calendar year by a few months?

I’ve been working in and around the govt my entire adult life, and that is probably the most plausible explanation.
