The moment I saw Wikileaks, I thought of him.
It stands to reason that someone entity, that can develop and publish a plan (Communist Manifesto), almost a hundred years ago would have been steadily working at it.
I have used the word a gazillion times until no one seemed to take heed;

How do you know that?
I did not say that the tabulators did a weighted vote count. I said that a vote tabulator can (is capable of) do it. It would depend on the programming. Only open source software should be used on any voting tabulator in the United States.
The ratio algorithm pre-programmed in the machines (see Podesta emails re: Dominion’s US head meeting to program them) is what was done...and since the lead up vote (in person) for Trump was so large they freaked out... and went to the mail in ballot stuff because they under leveraged the ratio.
One of the ways this is done (discussed by mil spooks, btw) is to shift Trump votes to Libertarian in one move then slowly move them to Biden from there. The tracking found this throughout other election systems. We’ll be hearing more about this shortly as it unfolds.
Please explain why you think the fractional voting is used for anything else, for there is no rationale one can see for it being done for any other purpose. Simple binary tabulation would suffice.
