The ratio algorithm pre-programmed in the machines (see Podesta emails re: Dominion’s US head meeting to program them) is what was done...and since the lead up vote (in person) for Trump was so large they freaked out... and went to the mail in ballot stuff because they under leveraged the ratio.
One of the ways this is done (discussed by mil spooks, btw) is to shift Trump votes to Libertarian in one move then slowly move them to Biden from there. The tracking found this throughout other election systems. We’ll be hearing more about this shortly as it unfolds.
Please explain why you think the fractional voting is used for anything else, for there is no rationale one can see for it being done for any other purpose. Simple binary tabulation would suffice.
