The two do not equal each other - don't logically connect. You had to add a serious hidden dose of negativity to turn the first into the second.

If you were in my company, I'd fire you on the spot.

I pity you if this is sincere and this is a mental and spiritual habit that has been your companion through life. Get rid of it, it's not only non-productive and is an infectious disease for others with similar spiritual commodities, it's not even 'negative but logical.'

Spare me your pity. You show me a case where an 'effort' in the legislature at any level that doesn't have support of the majority leader or the speaker amounts to anything. Better yet, an 'effort' that will require them to be courageous and take a bold stand. Who's going to whip the votes? Who's going to schedule it for a vote? Who's going to bend arms? Or rather, if they don't support it which way do you think they are bending arms? This is how these things work. It doesn't matter how many tea party conservatives there are in congress if Paul Ryan is the speaker. Same thing here.

If you run your company relying on the promises of unprecedented pricing from salesmen while knowing that their management doesn't support that pricing, well, cool, you are an optimist. Good for you.
