The army Kraken is a remotely sensing weapon system. Powells Kraken sounds like a cyber snooping device which could track all computers ops anywhere. Trump likes to tease an idea, but he has always had the evidence to prove himself correct already in hand. E.g. “obama was spying on my campaign”...everyone laughed...but Trump had the irrefutable evidence. So he might be teasing the treasonocrats to see who flips or gets killed. But he probably has very strong evidence of election fraud. I hope.
