OK folks, follow this (see video) service dogs are registered as "Human companions" service dogs have microchips microchips have serial numbers that can apparently be used as SS# so, the state board of elections? registered it as "a human with SS# , and allowedd a ballot to be filled out for a DOG and a vote tabulated.
