That's how it works in my home state of MI, as well. Wayne County (Detroit) is always the last to report, and often hours after every other county in the state has reported.
Unfortunately for them, they couldn't fabricate enough votes in 2016 to give the election to sHrillary. This year they have many more mail-in ballots that will not be counted until after the polls close, so we won't get a number out of Wayne County for several days.

IIRC, in 2016, a small, heavily Amish county (Lebanon? I’m not from PA) held out their votes until _after_ Philly reported. The progs probably figured they had enough extra to cover that county’s votes, but it turns out they did not.
I believe there was also a recount attempt in PA that was quickly cancelled when the Philly votes began looking shady.
We’re fortunate that the more liberal Amish in PA vote. Without them, we may have lost PA last time.
