That is because New Castle County PD have jurisdiction over the Biden family. The New Castle County PD probably has no real jurisdiction if the computer contains evidence of Hunter Biden engaged in online crimes with victims outside New Castle County.
It's almost certain that whatever is on that computer involves contacts between Hunter Biden and people outside Delaware. This is why the FBI ultimately had to be involved.

Previous claims I've read here say that the images are of a member of the Biden family. So that would likely keep it within state lines. But the media hasn't touched this yet (possibly never will), so I don't know how reliable any of the claims are at this point.
