So my son just got a letter addressed to his permanent residence in California from an Illinois county clerk at taxpayer expense (he was a student there 2+ years ago). A vote by mail application. This sounds to me like an invitation to voter fraud.
If he votes in both states for Trump it is definitely voter fraud. If he votes in both states for Biden then it is merely him self identifying as a two state person.
If it is voter fraud, it is not a very blatant case of it. For starters, he was a fairly recent student in Illinois. Secondly, they sent it to him, not to some random address where they could fill in the ballot without his knowledge.
Oh I’m sure it’s just an anomaly or misunderstanding.

I guess I’m not as unconcerned about this as you are. If you want to vote absentee, I get it. And there should be a process for that (for instance you should not be disenfranchised because you are traveling during an election). That said, the county is going out of state at taxpayer expense. If you want to reach out to the county where you live - I get it. Wrong direction and has the potential for fraud.

Did your son “cancel” his Illinois voter registration when he left? Do county elections departments talk to each other across state lines? Do most counties cancel your registration after you dont vote in x number of elections? Who knows. I plan on cancelling my registration with my local county when I eventually move out of Kali.
Mandatory vote-by-mail will generate millions of bogus ballots floating around out there....and when returned the signature is checked for validity ONLY IF someone disputes the ballot (at least in my CA county). Ballot Harvesting bonanza!
P.S./BTW, wonder how the Illinois county election dept. got his new out of state permanent mailing address?? And if they know he is gone/out of state why are they mailing him an application? Think he is working as a “traveling nurse” or contractor or something?? Strange.

But, what percentage of voters, likely Dem, if presented with an easy chance to double vote, would take it? Even if they wouldn't have actively sought it out.
I’m thinking that’s the wrong question. I suggest: “Why are the taxpayers funding ANY opportunity to double vote?” IOW, if you want to vote, and are legal, great! Reach out to the appropriate registrar of voters and do the process and then vote legitimately. This approach aids in fraudulent double voting.
I agree with you completely. If you want to vote, sign up and do it in person so you’re identity can be verified. There’s no reason to change that.
But, it looks like it is being changed. I was just trying to guess how bad this particular fraud opportunity actually was, since it seems to already exist.
