He can do an EO for right to try the same as he did for cancer drugs!! The patient signs a waiver and is given the prescription!! The cancer drugs are experimental and not yet recognized be pay the FDA, HCQ has been used in this country for over 50 years so I say YES he can do a right to try EO!!
