My best guess is signals or human intellegence analysis has bumped up the threat level.

If its a well trained amateur or a professional and the assassin is willing to die, then its a good bet that no matter what the SS does, the assassin will get the hit. Fatality is another question. Thus, to minimize the risk or at least make it manageable, he has to cut his public appearances to zero.
