I’d say the mayor is “accumulating points” towards removal. Or maybe indictment. I think the insurrection act allows Trump to find that the mayor is aiding and abetting the destruction federal property and/or interfering with federal functions at that property. I think the mayor can be indicted and well as Trump could send in federal troops to restore law and order. I foresee Portland under martial law on 4 November, to use the military date format.
Even if you did, you won’t replace them with someone sensible. Not in Portland. This is a city that elected a Demonrat Mayor (later Governor and a Cabinet Secretary under Carter) who was screwing a 13-year old girl while in office (Neil Goldschmidt).
