Manhattan was purchased.

The problem was that the Lenape tribe who sold it actually lived in what is now Brooklyn and were just passing through. Imagine if the guy who was walking his dog in front of your house sold it cheaply to someone. The Wappinger who lived on Manhattan fought the Dutch to keep it.
