It was a meme I saw. No link. And as I implied, it needs to be verified. It could be crap.
Unless they have a disability or other underlying condition any normal human being can learn to swim. Some people can't float but they can still learn to swim. When I was in the Marine Corps we all had to demonstrate our ability to swim. We had some real rocks who took a lot of extra instruction but every one of them eventually learned to swim at an acceptable level. Very lean black men often struggled, but they were able to pass.

but buying a pool? With kids?
That is all world stupidity and negligence.
Indians have notoriously low VO2 max (lung volume). That means they are less buoyant. Couple that with heavy bones and you have what we coaches call a sinker.
In a country in which so much of the land is below sea level, mandatory swimming (like floating wooden shoes) makes sense in Holland.
As I understand it, the pool went from four to seven feet.

They still run some camps up there for kids, though if you hike off the beaten path there are a lot of old closed ones (many were former scout camps).
A lot of city people still use the pool; makes sense, since that is why the park was created.
As a NJ resident, I suspect that this came with the home; maybe it was installed by the Americans who lost their jobs when these people were brought in to do them for less.
A sad situation regardless.
The theory in the videos linked below sounds more plausible. If this pool incident was some form of Arkancide, it was because they were after the father, not the daughter.
