Great idea. Who needs qualified engineers, scientists and doctors!? Just remember, that new bridge was designed by someone who was passed in classes so the left could feel good.

And one of the problems is that if you see an engineer, scientist, or doctor who happens to have black skin -- you automatically assume they are a beneficiary of the quota system, and very well may not be skilled at their profession.
This is very unfair to the many who are qualified, and actually earned their degrees - but it is a natural reaction to this dumbing down of the standards.

A byproduct of affirmative action. This will only make it worse.

That's the way to bet. HRs with federal contracts are REQUIRED to hire a ratio of blacks, women, handicapped. Ability comes a LOOOONG way second. Color, gender, "differently abled" is the criteria. You ever seen a temporary scaffold with 12% ramps, because there was a useless mandate? Had to design them, per OSHA.
