Newark NJ still has vacant lots where the savages tore it up 50+ years ago. They tried practically giving lots away a few years ago and got few takers - and most of them gave them back when they realized one of the conditions was they had to build a taxable home on it within a few years. Why go from gubmint housing to taxpayer responsible for maintaining a property?
